Major achievement of SC Welfare Department for the year 2018-19, 2019-2020 and 2020-21

(Up to December, 2020)

1. Boarding House Stipend: -This stipend is provided for 322 days in a year. The SC boys & girls who reside in the Boarding Houses get Boarding House Stipend @ Rs.65/- per day per student including cleaning charge. At present 52 SC hostels are run by the Department for Welfare of SCs. Total, 1993 students benefited during 2018-19 & 2019-20.

2. Pre-Matric Scholarship to SC students: - This is a State Budget Scheme. The SC students of Classes VI to VIII are getting this scholarship @Rs.40/- per month per student for a period of 10 months in a year. Total, 44962 students benefited during 2018-19 & 2019-20.

3. Dr. B.R. Abmedkar Memorial Award: - This is a State Budget scheme. Under this scheme, the SC students who get 60% or above marks in annual/final examination from VI to VIII, IX and Madhyamik&H. S. (+2) stage examination get this award as per following rate Class-VI to VIII Rs.400/-, Class-IX-Rs.700/- and Madhyamik& HS (+2) stage examination Rs.1,500/-. Total 16,316 students benefited during 2018-19 & 2019-20.

Besides, the SC students, who got position in the 1^st to 10^th in the Madhyamik& HS (+2) stage examination declared by the Tripura Board of Secondary Education every year and are permanent residents of Tripura, will be eligible for the award. The award will be a cash award of Rs.25,000/- per student along with a Gold Medal and Commendation Certificate.

4. Nursing & Paramedical Courses: - The SC students are being sponsored for B. Sc, GNM, B. Ed & D. El. Ed and Paramedical course with inside and outside the State. During 2018-29, overall 141 SC students and during 2019-20, overall 109 SC students were sponsored inside and outside the State. Total 250 students are sponsored of this Directorate during 2018-19 & 2019-20.

5. Post Martic Scholarship to SC students (CSS 100%):- This is a Centrally Sponsored scheme. The students perusing students of different level from classes XI to College/University are being provided scholarship for MBBS/Engineering/Agri B. Sc/BHMS/BVSc etc. course. The students are eligible for getting this benefit whose parents/guardians annual income does not exceed Rs.2.50 lakhs per annum. Total 35,241 students benefited during 2018-19, 2019-20 & 2020-21.

6. Special Central Assistance to Sch. Castes Sub-Plan (SCA to SCSP) CSS other than CASP (SCA to SCSP)-(100%):- Under this Scheme-Infrastructure development, Income generation activities & Skill development training to SC youths are taken up for development of SC community. Total 17,836 SC beneficiaries benefited during 2018-19 & 2019-20. During 2020-21, total 10,283 beneficiaries have been given financial assistance for income generation and fund also provided to 53 nos. school in SCA/PMAGY selected villages for strengthening of Computer Education.

During 2020-21, Skill training in different trade is going on for 2440 SC unemployed youththrough agencies in contractual basis. The trade wise details are as follows:-

1. Self Employed Tailor- 320
2. Light Motor Vehicle Driver-500
3. Assistant Beauty Therapist- 500
4. Domestic Data Entry Operator- 480
5. Machine operator Plastic Processing -160
6. Machine operator Plastic Moulding-160
7. Leather Bag  maker- 320

Besides, the also skill training on biofloc fish farming provided to 160 SC fish farmers through Fishery Department and  skill training also provided to 150 SC unemployed youth to make eligible for recruitment in CAPF , Army and other organization through KTDS.

7. PradhanMantriAdharsh Gram Yojana (PMAGY):- Under PMAGY scheme VDP has been prepared and uploaded for all 30 selected villages. During 2018-19, 2019-20 & 2020-21, total 624.00 lakhs have been sanctioned for Gap-Filling and administrative expenses purpose.

8. Tripura Scheduled Castes Co-operative Development Corporation (TSCCDC) Ltd.:- Total 770 SC beneficiaries were benefited under various schemes through disbursement of loan by the TSCCDC Ltd. during 2018-19, 2019-20 & 2020-21.

POPULATION

The population scenario as per the last 5 census operations is shown as below:-

LITERACY RATE OF SC :

According to census report, the literacy rate among the Scheduled Castes is on the rise. The overall literacy rate of the State in 2011 was 73.20 (%) per cent while SC literacy rate in the corresponding period was 87.20(%) per cent which is a very positive indication in respect of development of SCs. The chart given below reflects the position in this regard.

DEVELOPMENT OF THE SCs

                 The State Government is committed to the overall development of the Scheduled Castes. Keeping that in view, 404 villages have been identified across the State as SC dominated Scheduled Castes Sub-Plan (SCSP) areas, of which 236 villages are having SC population in the range of 20 per cent to 40 per cent and 168 villages are having SC population of above 40 per cent. For overall development of the SCSP area, 17 per cent of plan fund is spent annually into those areas. This fund is utilized for development of SCs in different sectors like Agriculture, Horticulture, Animal Resource, Fisheries, Health, Education, Drinking Water, Road Communication, Electrifications and Irrigation etc.

Besides, the Scheduled Castes Welfare Department also implements some schemes directly for Educational and Economic development of SCs. The details are given in seriatim below:-

(A)       EDUCATIONAL DEVELOPMENT

Education is a pre-requisite for development of the common masses and as such the State Government is attaching topmost priority to the educational development of the Scheduled Castes. The important schemes in this sector are as follows:-

STIPEND/SCHOLARSHIP:

1. Boarding house stipend: This stipend is provided for 322 days in a year. The SC boys & girls who reside in the Boarding Houses get boarding house stipend @ Rs. 55/- per day per student as per revised rate w.e.f. 01-04-2017. Students (hostellers) also get cleaning allowance @ Rs. 1/- per day per student. Presently the Department provides stipend in 52 Hostels of which 32 hostels are exclusively meant for SC Boys and Girls only and 17 Boy's hostels where both SC & ST resides and remaining 3 girl's hostel for SC & ST combined.

2. Pre-Matric Scholarship: SC students of class VI to VIII get this scholarship

     @ Rs. 40/- per month per student for a period of 10 months in a year.

      During 2017-18, a total of 21,675 SC students have benefitted from this

      Scheme.

1. VARIOUS COACHING PROGRAMME :

i) Special coaching in core subject to SC students:  Special coaching in core subjects viz, English, Math & Science is provided to the students residing in hostels for their up gradation of knowledge. Under this scheme, SC students of class VI to XII are given the benefit of this coaching. A total of 28 (Twenty eight) SC hostels have been covered during 2017-18 with an inmate of 974 SC students.  During 2016-17, the Deptt. had enhanced the rate of honorarium of private tutors @ Rs. 4000/- per tutor effectively from the month of 1^st April, 2016.

ii) Pre recruitment coaching:

Pre-recruitment coaching is being provided to eligible candidates at Agartala for appearing in IAS/IPS/TCS/TPS/ JEE etc. competitive examinations.

1. a) GNM Training:

The SC Welfare Department sponsor SC students both within State and outside the State for undergoing B.Sc nursing, GNM courses since few years.  Number of successful SC students have passed out from different Institutions mainly from Bangalore and Hyderabad and presently employed in different organizations.

b) Training in D-Pharma Course:  The SC Welfare Department had sponsored SC students outside the State for undergoing D-Pharma course in 2012-13.

5. The Department is implementing the following Centrally Sponsored Scheme: 

1. Pre-Matric Scholarship to the children of those parents engaged in unclean occupation and prone to health hazard.

This is a Centrally Sponsored scheme with 100% funding from the Govt.of India. The object of this Scheme is to provide financial assistance to children whose parents/guardians belongs to one of the following categories to pursue Pre- Matric education:

1. Persons who are either presently engaged in manual scavenging or were so engaged up to 1.1.1997 or the date on which  “ The Employment of manual scavengers and construction of Dry latrines(Prohibition) Act 1993” came into force in the State, whichever is earlier,
2. Tanners and
3. Flayers
4. Waste picking/collecting

 The students of classes III to X who reside in the hostel get scholarship @ Rs. 700/-per month per student for a period of 10 months in a year. Besides, the students will also get Ad-hoc grant @ Rs.1000/-each per annum.Moreover, the students of classes I to X who does not resides in hostel get day scholarship @ Rs. 110/-per month per student for a period of 10 months in an academic year. They also get Ad-hoc grant @ Rs.750/-per month per student. During the year 2017-18, 1895 SC students were benefited under this scheme.

II Pre-Matric scholarship to SC students of class IX & X

This is a Centrally Sponsored Scheme with 100% funding from Government of India. The SCstudents of classes IX & X are getting Pre-Matric scholarship as per newly introduced Centrally Sponsored Scheme (CSS) of Government of India w.e.f. 01-07-2012 and whose parental annual income is up to Rs.2.50 lakhs. Proposal has been sent to MSJE, GOI for sanction of fund amounting to Rs.474.69 lakhs for 15,823 SC students for the year 2017-18. Communications have also been made to MSJE, Govt. of India for release of backlog fund amounting Rs.314.61 lakh for the year 2015-16 and 2016-17 under pre-matric scholarship for 13,986 SC students.

             Pre-Matric Scholarship is given to the students for a period of 10 months in a year. As per the Scheme, Day Scholar get @ Rs. 225.00x10=Rs.2,250.00 add Rs.750.00 ad-hoc grant+ Book grant. In case of Hosteller a student get @ Rs.525.00 x10 =Rs.5250.00 and add Rs.1000.00 as ad-hoc grant +Book grant.    During last 3(three) years i.e. 2013-14 to 2016-17, the Ministry of Social Justice & Empowerment, GOI has directly made payment to SC students into their Bank Accounts through Direct Benefit Transfer (DBT) mode. The SC Welfare Department collects the beneficiary data through District Education Office and sends the same to the MSJE, GOI through CPSMS (Central Plan Scheme Monitoring System) Portal.

III. Post Matric Scholarship to SC students

This is a Centrally Sponsored scheme. The students pursuing studies at different levels from classes XI to College/University are being provided scholarship for MBBS / Engineering / Agri B.Sc/BHMS/BVSc etc courses. Families of SC students having annual income up to Rs.  2.50 lakhs are covered under this Scheme.  During the year 2017-18, 16,678 applications of SC students have been uploaded online to the National Scholarship Portal (NSP-2.0) and out of which, 15,669 applications have been verified by the Department.

IV.  Up-gradation of Merit of SC students

This scheme is being implemented in 2 (two) schools from the year 2010-11 for arranging special coaching to the  meritorious SC students studying in Class IX to XII.

               The main objective of the scheme is to upgrade the merit of Scheduled Castes students by providing them with facilities for all round development through education in residential /non residential schools. There will be no bar for any students to avail coaching for both the purposes (viz. remedial and special) This scheme is being implemented in 2(two) schools during 2017-18 namely U.K.Accademy & Dr.B.R.Ambedkar English Model School, Anandanagar.

V. Construction of SC girls’ hostel under Babu Jagjivan Ram Chhatrawas Yojana Scheme:  

             This is a 100% Centrally funded Scheme. Under this Scheme, MSJE Govt. of India sanction fund @ of Rs.3.50 lakh per student for construction and for providing better educational facilities to the SC girls. The Department had sent a proposal for construction of 5 hostels (3 Nos 100 seated & 2Nos 50 seated), to the Ministry of Social Justice & Empowerment (MSJE), Government of India for providing fund during 2017-18. The MSJE, GOI has sanctioned Central Assistance of Rs. 5.25 Crores for 2(two) SC girls hostels out of which fund of Rs. 1.00 Crore has been released by the Government of India as part payment under BJRCY Scheme. Rest of the sanctioned amount will be released on submission of utilization certificate of the released fund.

 V. AWARDS:

i.  Dr. B. R. Ambedkar Memorial Award :

            This is a State Plan scheme. The students belonging to SC category from class VI to IX and Madhyamik & H.S. (+2 stages) obtaining marks 60% or above inannual /final examination is conferred the award of Dr.B.R.Ambedkar Merit Award as per following rate of award.The figures shown attribute to 2017-18.

ii. Dr. B. R. Ambedkar Gold Medal Award :

SC students who secure position from 1^st to 10^th at State level in the Madhyamik/ H.S. (+2) Stage final examination of Tripura Board of Secondary Education are given Gold Medal as a recognition of their good performance.

iii. Dr. B. R. Ambedkar Socio-Cultural Award:

One eminent personality belonging to SC community and who has contributed to the development of Scheduled Castes in Socio-Cultural field, literature, folk song etc. is honored with this outstanding award bearing a cash of Rs. 15,000/- in every year.

iv. Adwaita Malla Barman Smriti Award & Smarak Samman:

This Award was launched in the year 1997 to honour distinguished personalities. The Adwaita Malla Burman Smriti Award caries a value of the award is Rs. 10,000/-.Besides, Adwaita Malla Barman Smarak Samman is also given to eminent personalities. The value of this award is Rs. 3,000/-

VI. SCHEME/ACTIVITIES (ECONOMIC SECTOR)

1. Skill Development Training:

The Department is conducting skill training to SC unemployed youths for self employment for different trades and skills. Skill trainings imparted through different training providers during 2016-17 &2017-18 are given as under:-

1. Beautician Course: This course is mainly for  SC eligible unemployed group who are trained on Hair, Beauty & Personal care for a period of 3(three) months course. So far 325 Nos of SC women and 30 men have successfully benefited through this training programme. 
2. ailoring Training: Tailoring training for SC unemployed women have been imparted in selected R.D.Blocks of Kakraban, Rajnagar, Bamutia, Nalchar, Kumarghat & Durgachowmohani. 360 SC women have been trained under this Scheme.
3. Cane & Bamboo Training: SC unemployed women have been trained to develop artisan skills in different crafts using Cane and Bamboo as raw materials. This training had taken up in identified R.D.Blocks namely Durgachowmohani, Bamutia, Rajnagar, Kakraban, Nalchar, Charilalam & Kadamtala Blocks. Total 520 SC women have been trained under this Scheme.
4. Leather Artisan Course :

             During 2017-18, the Scheduled Castes Welfare Department  had  sponsored 20 SC unemployed youths to Leather Training Institute ,Arundhutinagar Industrial Estate run by  NB Institute for Rural Technology(NBIRT) for one year leather training course(Leather goods manufacturing).  Till now 160 SC youths have been trained under this scheme.

V.  Motor Driving Training :

               664 SC youths have successfully completed training in motor driving. The training had been conducted in different District of the State through 7(seven) recognized Motor Driving schools/institutions.

  VI.  Hospitality and Hotel Management :

               59 SC un-employed youths have completed skill training programme on Hospitality management in respect of House Keeping Operation & Food beverage Steward for four months tenure during 2016-17 & 2017-18 through NB Institute for Rural Technology (NBIRT). All most all the Trainees have got their job placement in the reputed Private Sector/ PSU establishment.      

 VII.   INFRASTRUCTURE DEVELOPMENT UNDER SCA TO SCSP :

The Government of India provides fund under Special Central Assistance to Scheduled Castes Sub-Plan (SCA to SCSP) for Economic Development of the SCs in the Scheduled Castes dominated villages. Infrastructure development have been given priority considering lack of proper assets available in SC dominated areas and simultaneously creating an opportunity for enhancement of small business for deserving beneficiaries. Besides, income generating projects are also taken up to assist the SC families.

 Construction works :

• Market Stall/Market Shed in SC dominated area
• Cobbler shed
• Training cum multipurpose Community Hall
• Sinking of Deep-tube well.

Income generating scheme:

• Brass Iron (petal) etc. 
• Musical instruments
• ARDD (Poultry/Duckery & Goatery)
• Drag Nets & Cast Nets for fish farmers for livelihood. 

VIII.    PROJECTS IMPLEMENTED UNDER STATE PLAN ASSISTANCE:

• Rehabilitation of Harijan under SPA: The Department has constructed 24 nos. flats for harijan families near IGM Hospital, Agartala. Presently, 24 families have been accommodated from the same locality.
• Rehabilitation of Harijan families at Sen Para, R. K. Nagar: The Department has constructed pucca houses with GCI roofing for 108 harijan families at Sen Para, R .K .Nagar under Old Agartala RD Block. The entire works have executed through West Tripura District Administration.

IX.     FINANCIAL ASSISTANCE FOR MEDICAL TREATMENT TO SC POOR PATIENTS(NUCLEUS BUDGET SCHEME):

Poor families belonging to Scheduled Castes are financially assisted for medical treatment at variable rates as per admissible sanction powers conferred by the guidelines issued by the Department. The rates and the sanction powers exercised at different level of Officers are as follows:-

Rs.625/-(DWOs/ SDMs/BDOs), Rs.1250/-(DM & Collectors of all Districts excluding West District), Rs.3125/-(Director, SCW & DM, West) and Rs. 6,250/-(Secretary, SC Welfare) within the State and in case of referral for outside the State Rs.10,000/- can be sanctioned.

X.    Assistance to Scheduled Castes Sub-Plan area.

                     The basic objective of the SCSP has been to channelize the flow of outlays and benefits from the general sectors in the Plan of States for the development of Scheduled Castes, at least in proportion to their population, both in physical and financial terms. In the State of Tripura there are 6, 54,918 SC population i.e. 17.80% of the total population of the State. Adequate funds to SCSP in the State Budgetary provision is to be earmarked by different concerned Departments proportionate to the share of SCs in the population.  Moreover, it mandates that Scheduled Caste Sub-Plans should be an integral part of Annual Plans as well as Five Year Plans, making provisions therein non-divertible and non-lapsable, with the objective of substantial reduction in poverty and unemployment among SCs and for bridging the gaps in their socio-economic development. Keeping in view of this, the SC Welfare Department is the Nodal Department where monitoring and evaluation are being exercised in a regular manner to 34 nos different line departments in the State.

XI. Special Development Package for Welfare of SCs:

In place of Special Area Based Programme for SCs, the State Government had introduced “Special Package Programme” for Development of SC population comprising 20 points expanding over a period of 5 years from 2013-14 to 2017-18.  The objective of the Special Development Package for Welfare of Scheduled Caste is to bring in rapid socio-economic development of persons belonging to various Scheduled Castes communities of the State which has always been the main concern of the Government.  The SC Welfare Department is the Nodal Department to review the progress and compile consolidated status report which is submitted to the Planning & Co ordination Department.

               Under this programme, various development activities in SC dominated areas are taken up such as :-

1. Infrastructure development in SCs dominated habitations.
2. Communication, health care facility, electric power supply, safe drinking water & sanitation, Irrigation & construction of multipurpose hall.
3. Sustainable economic activities.
4. Allotment of land, Assistance for housing, assistance for housing to safai karamcharies belonging to SCs, assistance for vocational training, assistance to families living on psciculture, assistance to SC farmers, setting up of modern laundry, assistance to professional musicians, economic empowerment of women & financial assistance for starting business enterprise.

XII.  Implementation of Protection of Civil Rights’Act,1955 and the SC/ST(prevention of Atrocities)Act,1989 & Rules-2016

       This is a centrally sponsored Scheme. Central assistance is mainly   provided for:

1. Functioning and strengthening of the Scheduled Cates and Scheduled Tribes Protection Cell and Special Police Stations.
2. Setting up and functioning of exclusive Special Courts.
3. Relief and Rehabilitation of atrocity victims.
4. Incentive for inter-caste Marriages where one of the spouse is member of a Scheduled Castes.
5. Publicity and awareness generation.

 The following steps have been taken for implementation of provisions of SCs & STs (PoA) Act- 1989 & Rules-2016:-

1. State Level, District Level & Sub-Division Level Vigilance & Monitoring Committees have been constituted.
2. State Level seminar-cum-workshop has been organized involving PRIs bodies & Govt. officials.
3. The relevant provisions of SCs & STs (POA) Act & Rules has been translated in Bengali and distributed to PRI bodies.
4. Erected hoardings depicting relevant provisions of the SCs & STs (POA) Act in prominent places throughout the state.
5. Published SCs & STs (PoA) Act, 1989 & Rules-2016 in the extra-ordinary of Tripura Gazette on 15^th Oct, 2016.

XIII. STATUS OF CANCELLATION OF FALSE SCHEDULED CASTE CERTIFICATE:

          As per provision contained in Rule 7A of the Tripura Scheduled Castes and   Scheduled Tribes   Reservation Rules, 1992 (As Amended Up to May,   2007),   the State Level Scrutiny Committee has been constituted for verification of community status of Scheduled Castes certificate holders. The constituted committee is as follows:-

         Directorate for Welfare of Scheduled Castes.

XIV. TRIPURA SCH.CASTES CO-OPERATIVE DEVELOPMENT CORPORATION LTD.

• SC Corporation was set up in the year 1979-80 under the Tripura Coop. Societies Act.1974.
• The main objectives of the SC Corporation is to assist the poor SC families of Tripura by giving soft loan to establish micro-enterprise /generate to attain self sufficiency. It started functioning in the year 1980-81 with an authorized share capital of Rs.5.00 crore and present authorized share Capital is Rs. 20.00 crore.
• As per Registrar of Co-operative Societies Act, 1974 and the BY LAWS of the Corporation it is an autonomous Governing body consisting of 11(Eleven) members. Out of 11 (eleven), 8(eight) will be elected among the members of the Society/Corporation and 3(Three) will be nominated by the State Govt. mainly the Secretary, SCW Department, the Representative from Finance Department and the Managing Director, Tripura Sch. Castes Coop. Dev. Corporation Ltd.

• Financial structure & Govt. Guarantee.
• As per By Laws of the Corporation, fixed up authorized share capital is Rs.20.00 crores.
• The source of fund is  :

    1. A class share, @ Rs.10/- per share from Loanee members.

    2. B class share, @ Rs.1000/- per share from state Govt. and other bodies /societies.

• State and central share equity is received as per the  ratio of   51:49                                                                                                                                 

11. Best Practices in Tripura Sch.Castes Welfare Corporation Ltd.

• PRIs are actively involved in selection of the beneficiaries. Board Of Directors are also supervising the entire selection process for achievements of Block wise target.
• Every loan is secured by the guarantee of a State Govt. / Central Govt. / State PSU & Central PSU employee.
• Submission of Addhar Card and linkage of Addhar number to the Account number of the beneficiaries have been made compulsory since 2014 -15.
• Loan amount of beneficiaries is directly credited through DBT mode.
• Demand notices is issued to all the defaulters regularly. Salary of guarantor is deducted in case of default in repayment of loan.
• Recovery camps at the block level is organized regularly with attendance of Chairman of Corporations and PRI body.
• Field Supervisors undertake door to door visit for recovery of the loans.
• Field Supervisors in their jurisdiction maintain the Mobile Nos. of all the beneficiaries.
• Yearly block wise and month wise recovery target is allocated to Supervisors in the beginning of the financial year.
• A saving Bank account is opened in Tripura Gramin Bank for speedy remittance of loan installments recovered from the beneficiaries by the Field Supervisors using Core Banking facilities.
• Annual General meeting with shareholders is held for exchange of views and suggestions.
